UNDER AMRUT1

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) mandates a comprehensive set of 11 Urban Reforms designed to improve service delivery, mobilize local resources, and make municipal functioning more transparent and accountable

The Mission shifted from a system of penalization for non-compliance to one of incentivization, setting aside 10% of the annual budget to reward States and ULBs that achieve these reform milestones. The incentive fund will be in addition to the Central Share as allocated annually.

Urban Reforms

e-Governance

Moving toward “Digital ULBs” by creating city websites, publishing electronic newsletters, and implementing E-Municipality as a Service (E-MAAS) for services like birth/death registration, grievance redressal, and property tax payments

Professionalizing Municipal Cadres

Establishing a dedicated municipal cadre and implementing training policies, including engagement of interns, to improve the professional management of cities

Devolution of Funds & Functions

Ensuring the transfer of funds from the 14th Finance Commission to ULBs and completing the transfer of all 18 functions prescribed under the 74th Constitutional Amendment Act

Financial Accountability

Migrating to a double-entry accounting system and ensuring annual financial statements are audited and published online

Municipal Tax & Fee Improvement

Improving revenue collection to achieve at least 90% coverage and 90% collection efficiency for property taxes and user charges

Credit Rating

Credit rating measures the financial strength of the Urban Local Body. It shows how capable the ULB is to repay loans or bonds.

Urban Planning & City Level Plans

Preparing GIS-based Master Plans, Service Level Improvement Plans (SLIPs) and State Annual Action Plan (SAAP) while committing to increase city green cover to 15% within five years

Review of Building by-laws

Periodic revision of Building Bye-Laws to align with modern urban standards. Policy and action plan for solar rooftop systems, rainwater harvesting, and Single-window clearance system for faster and simplified building permission approvals

Energy & Water Audits

Conducting audits to make water treatment plants and street lighting more energy-efficient, and implementing incentives for green buildings

Sustainability & Swachh Bharat

Eliminating open defecation and achieving 100% waste collection, transportation, and scientific disposal

Implementation Roadmap

To qualify for the 10% reform incentive, States and ULBs must follow a structured timeline

Incrementalism

Reforms are achieved gradually according to National priorities

02.

Self-Assessment

States must perform a self-evaluation; only those achieving an overall score of 70% or higher are considered for the incentive fund

03.

Transparency

Information and data are shared with citizens in the public domain, and third-party monitoring by the Independent Review and Monitoring Agency (IRMA) is encouraged
